"What kind of lesbian would I be if I didn't have my red wings?" That statement appears in federal court filings, attributed to Lonoke County Sheriff's Office jailer Elizabeth Norman. According to the court documents, the inmate had told Norman she was on her period, in response to Norman's repeated requests to perform oral sex on the inmate. And according to those filings, the behavior didn't stop there. Over the course of months, the female inmate was subjected to Normans constant verbal and physical assaults. This escalated to where the victim was isolated in her cell and sexually assaulted on multiple occasions. This was a jailer and an inmate, a situation where consent does not exist, legally or morally. And here's what makes this worse. This wasn't the first time Elizabeth Norman was accused of sexually assaulting an inmate in the Lonoke County Jail. Norman had previously worked as a jailer under Sheriff John Staley. During that earlier stint, an inmate reported directly that Norman was sexually assaulting her. According to that victim, Sheriff Staley's response was to tell her to "leave it alone" or she could be charged. An Internal Affairs investigation followed and Norman was terminated. And then Sheriff John Staley hired her right back.
It was during Norman's second term of employment that the conduct described in the federal court filings occurred, including sexual comments, coercion, and repeated physical contact while the inmate was incarcerated. Eventually, Elizabeth Norman was charged with Sexual Assault. And in true Lonoke County fashion, the outcome was exactly what we've come to expect, No prison time. No meaningful accountability. Just five years of probation. No jail for the jailer. No justice for the victim. This is not an isolated failure. This is a pattern of ignoring warnings, silencing inmates, rehiring problem employees, and then quietly cutting plea deals when the truth can't be buried anymore. The question isn't what happened. The question is how many times it was allowed to happen. The answer: again and again, to more women. Wait until you hear about the next story of John Staleys employees sexually assaulting women. Absolutely horrific.

"He wanted to 'taste' Ms. Doe." That allegation appears in federal court filings describing what happened to women inside the Lonoke County Jail at the hands of deputies. One brave victim, known in a federal court filing as Jane Doe, describes the horrors of what occurred over weeks and months in a jail run by Sheriff Staley and supervised by apparently no one. According to the lawsuit, multiple instances of mental, emotional, and sexual abuse occurred during coordinated efforts by sheriff's deputies. Female inmates were selected and told about their upcoming sexual abuse, and in some cases were abused in front of others. Deputies used the facility's intercom system to taunt female inmates and communicate sexual intentions to one another, sometimes broadcasting those comments to the entire pod. Other times, they used the intercom in a woman's cell to tell her what was going to be done to her. Women could hear deputies discussing who they wanted, when they wanted them, and how they planned to get access.
One victim described how a deputy made sexual comments to her while she was bending over in the intake area. After chatting with her for a bit, he began to suggest she perform sexual favors for him. The filings state the deputy knew the woman was a new mother and used her infant child as leverage to pressure her into sexual acts, exploiting her desperation to see her baby. At one point, he even slipped his hand into her panties and digitally penetrated her vagina. He later stated that he wanted to "taste" her. The abuse didn't stop there. The lawsuit describes the deputy pressing his body against her and forcing a kiss. Another deputy allegedly groped her vagina during pill call and told her he would open her cell door so she could perform oral sex. In another incident, a deputy took a female inmate into the control tower and had sex with her there, later giving her a vape as a "reward." Female inmates were ordered to strip naked, shower together, and dance while deputies played music over the PA system and watched. One victim even remembered one of the deputies having a "crazy-looking smile like his front teeth was crooked." Other deputies acted as lookouts while these assaults occurred.
After four women came forward and described the horrors occurring inside Sheriff John Staley's jail, charges were brought, but only against two deputies: Casey Whaley and Robert Godwin. Both of these deputies later handwrote and signed statements confessing to sexual assault, but Lonoke County prosecutors dropped those charges as part of plea deals. Whaley and Godwin walked free with five years of probation after pleading guilty to furnishing prohibited articles in the jail. They systematically and repeatedly sexually assaulted confined women and ended up only getting in trouble for bringing vapes into the jail. And what happened to the women who reported it? The women were locked down for 23 hours a day, only allowed out of their cells to shower. One victim was isolated from everyone. A phone call to her mother was cut short by deputies, and access to communication was cut. Women were mocked and denied basic hygiene items, including feminine products and toiletries, an issue that persists to this very day. Even now, women are left to suffer in their own menstrual blood, being told they can purchase pads through commissary. When one victim asked for female hygiene products, a deputy responded: "Why don't you ask your buddy Whaley! Oh, that's right — he's in jail because of you." Victim blaming, it seems, comes naturally to more than just Sheriff Staley.
Deputies treated the female cell like it was their own private bordello, full of their own sex slaves. And where was leadership during all of this? Where was the sheriff while officers used the loudspeaker to play music while women were made to dance in the showers? Where was the jail administrator while women were being assaulted during medication distribution? Nowhere to be found. These twisted deputies were left alone to their own devices. These things didn't happen in the dark. They happened in a building full of cameras and recording equipment. Multiple TV systems throughout the entire sheriff's office play the video feed 24/7. This isn't an isolated failure. It's a pattern of ignoring warnings, normalizing abuse, retaliating against victims, and treating an elected office like it's a private kingdom that belongs to John Staley alone. And no, this isn't the last story. Not even close.
