The second phase consists of a lengthy democratic tournament, a multi-round electoral process that narrows the field of qualified candidates through a series of structured debates and public votes, culminating in the election of an official bound to their Charter. The article critically assesses the potential advantages of this system, including greater openness, higher quality of candidates, and enhanced accountability, while also engaging with significant risks such as logistical complexity, informational overload, and the politicization of the judiciary. The conclusion argues that despite these challenges, Meritocratic Democracy offers a provocative and systematic blueprint for strengthening the legitimacy and effectiveness of political leadership by fostering a more profound and deliberative partnership between the governed and their government.
