Norwich planning commission previews sweeping zoning rewrite, files draft for public review The Norwich Commission on the City Plan reviewed a comprehensive draft of new zoning regulations that would reintroduce R-10/R-15 residential zones, create a government-facilities district, set new parking, landscaping and signage rules, and add a Medical Mixed-Use District; staff said the draft will be filed with the clerk on Dec. 8 for council referral and public hearing.
