How to encourage Re-use and Standardisation of sourcecode: have developers write their own versions of tools, functions, utilities, libraries.
Because developers (and other IT resources) re-use code much more often when they have typed it all themselves.

Asking one of the UK border folk if this would change soon, he advised me that there were no plans to change anything...
