The point I was trying to make in the rest of that post is that security will NO longer be compartmentalized, so that all research, breakthroughs etc. go within a SINGLE POOL to be used for war theatre or domestic policing.

However, while the concept is referred to a lot, I can’t find a document that formally defines it, nor all that it entails
