Frankel argued that while excessive cost had often been cited as the motivating factor for scaling back FOI access, many governments appeared to dislike having to reveal certain information that falls within the scope of the system, including discussions in Whitehall. Transparency International UK also hit out at the proposal, warning it would undermine the established principle that the public had a right to see government-held data. Rose Whiffen, senior research officer at the anti-corruption organisation, said: "The cheapest way to bring down FOI costs is to publish information proactively. At the very least, government should analyse the sorts of material repeatedly requested and seek to pre-empt requests by sharing documents upfront. Consultation responses would be a useful first step."
