Just as in the #USAPATRIOTAct, nearly no members have read the bill.

All should be REQUIRED to sit in-camera to listen to the read-out of every bill to be brought to floor-vote.

No speed-reading machine, instead the #ReadingClerk of the #USA #HouseOfRepresentatives shall read the bill as intended.
