Des militaires des forces armées russes ont reconnu que cette coupure avait provoqué des difficultés dans le pilotage des drones. Initialement prévu à des fins civiles — notamment pour Aeroflot et les Chemins de fer russes — le programme a changé de priorité dès lors que **Starlink** a été désactivé pour les forces russes, rendant évidente la nécessité de soutenir l’effort de guerre par une constellation nationale. Publicité ## Un outil militaire crédible à l’échelle russe Selon**Andrey Ionin** , membre correspondant de l’Académie russe de cosmonautique, la constellation Rassvet augmenterait l’efficacité globale des forces armées russes, bien au-delà du seul conflit ukrainien, en affranchissant les troupes de toute dépendance à des outils étrangers. Sur le plan technique, Rassvet opère à une altitude d’environ 800 km — plus haute que Starlink — ce qui lui permettrait de couvrir une surface plus large avec un nombre de satellites moindre pour une qualité de communications comparable. Le système intègre une architecture 5G NTN, des terminaux laser inter-satellites de nouvelle génération et un système de propulsion plasma. ## Un écart en volume qui reste considérable Le projet bénéficie de 102,8 milliards de roubles de fonds publics, auxquels s’ajoutent 329 milliards de fonds propres engagés jusqu’en 2030, selon **Kommersant**. En mars 2026, **Starlink** compte plus de 10 000 satellites actifs desservant plus de 10 millions d’abonnés dans 150 pays, contre 16 satellites opérationnels pour Rassvet à ce jour. Bureau 1440 prévoit 156 satellites supplémentaires d’ici fin 2026, 292 d’ici 2027, pour un objectif final de 900 appareils à l’horizon 2035. Le lancement commercial du service est annoncé pour 2027.
