Personally, I wouldn't label Q or Kai Winn as #StarTrrk villains. Winn came to her senses & Q was only a "villian" the 1st season or so; the Continuum was rather lazy. I'm surprised Weyoun or The Founders aren't on the list. Also, the Kazon with Seska were pretty evil.
