Absolutely agree about devolution of powers but that's right, it's not so much about process as cost (materials & staff). OTOH I'm currently at #SmartClass for London & SE where #TFSE stressed that one of the main impacts of new SAs will be power to improve *bus* services - much faster & cheaper!
