Does dive tourism in developing countries actually benefit local communities? Who owns the shop? Who captains the boat? Too often, tourism profits fly offshore while locals get low wages, little say, and local villages who steward the coast go uncompensated.

Tourism’s profits rarely trickle down. Many dive guides, boat crews, and instructors are underpaid and overworked. Conservation that depends on exploitation isn’t sustainable.
