... European political parties, not national ones (and therefore not merely with a few candidates on #transnationallists). Only thus will elections take place on proposals that concern all Europeans, and not on national platforms. Following elections, #europeanparties should be the ones... 5/7
Your gentle reminder that federal countries, such as Germany or Austria, definitely have a Spitzenkandidat system but do NOT have the equivalent of #transnationallists. What they DO have is an integrated system of political parties -- *that* is what we need. @politico.eu

@sandrogozi @POLITICOEurope
National governments blocked the #spitzenkandidat and #transnationallists (despite that being a fig leaf for proper electoral reform), and failed to follow up on citizens' recommendations following the Conference on the Future of Europe #CoFoE.
Trust my years trying to raise awareness on #europeanparties, #transnationallists modalities, etc., that's some unusual and welcome activity right there! 😮😮😮
Possible way forward? Going back to the drawing board, accounting for the @EUCouncil's criticism, and ditching the idea of #transnationallists for a more coherent EU-wide voting system, such as the Improved Bundestag Method. 👇

While I have criticised parts of the proposal (esp. on #transnationallists), this feels like a major blow for the efforts to turn 27 national elections into one real European election — once again confirming the @EUCouncil as the main stumbling block for Europeanisation.
Pretty big slap in the @Europarl_EN's face by the @EUCouncil, opposing any and all measures put forward to Europeanise European elections — no #transnationallists, no #Spitzenkandidat, no single voting day, no harmonisation of voting modalities, etc.
Empirical confirmation of the role of national delegations in the functioning of political groups in the European Parliament. Likely to affect the design of #transnationallists should they be adopted (here's looking at you @EUCouncil 👀

Slight late. The election of @TerryReintke, from Germany, to replace @SkaKeller, also from Germany, as co-leader of the @GreensEFA group confirms the practice of group leadership by their largest national delegation(s). We use this practice for our work on #transnationallists. 👍

Finally, the opposition to #transnationallists (issue of representation, distance with citizens, etc.) makes it seem like a full-blown change in EP representation -- such as the Improved Bundestag Method -- would actually makes States more amenable. 👇

If we are going to have #transnationallists, we must do them right. Given the shortcomings of the @Europarl_EN proposal, we need a new & improved design. Here is the #Rankedapportionment method to save the day. All the benefits of the EP proposal without the flaws. Enjoy!

Finally, here are a few questions from our Q&A on #transnationallists and the #Rankedapportionment method.

🔥 TL:DR #transnationallists #Rankedapportionment 10/12
By contrast, the #Rankedapportionment method for #transnationallists is stable when tweaked, confers equal chances and ensures a fair level of representation to all Member States, and is far more respectful of #europeanparties/lists' preferences. 3/12
Quick reminder of the @Europarl_EN prop for #transnationallists. Most importantly: use of a group system for diversity. Moderate effectiveness and major drawbacks: volatile, disrespectful of #europeanparties preferences, allows over-representation, structural discrimination. 2/12
Today, the General Affairs @EUCouncil holds a public meeting on the reform of European elections, incl. #transnationallists. Following our criticism of the @Europarl_EN proposal, here is a presentation of a solution to this conundrum: the Ranked apportionment method! #EP2024 1/12
Good to see that the @EUCouncil's General Affairs Council will discuss #transnationallists on 18 October. Our detailed overview of the shortcomings of the EP's proposal could not be more timely! 💪

The EP's proposal, adopted in May 2022, proposes the creation of a common EU constituency elected via #transnationallists for #europeanparties and movements. Among others, it relies on a "group system" to increase diversity. So far so good. Or is it? 2/15
European elections are citizens' only way to directly elect their European representatives. Ahead of the #EP2024 elections, we are breaking down issues with the @Europarl_EN's proposed system of #transnationallists. We must do better! ... a 🧵 1/15

.@DomenecD New Regulation must be ready ahead of 2024 elections, alongside #transnationallists for pan-European constituency. EU logo for transnational lists.
.@IDParty_ opposed to #europeanparties campaigning in national referenda. Waste of money & would only serve to promote #transnationallists. Ideological censorship embodied by APPF. Calls for ban on TNLs, destruction of European parties, & for referenda on EU federation in MS.
.@RenewEurope EU needs real #europeanparties, which must become real parties. Need more budget autonomy, to be able to campaign in national referenda, more transparency. Citizens should vote directly for EU parties via #transnationallists. As soon as the 2024 EU elections.
🔥 the reform of #euelections, another big topic, with data-based analyses of proposals for #transnationallists for the European Parliament and Council, and the design of the new Ranked Apportionment Method. Here is our latest report, for the @EUCouncil👇
eudemocracy.eu/ranked-apporti…
Despite improving the representation of some medium- or small-size Member States, the @Europarl_EN's proposed #transnationallists still leave 10 Member States unrepresented, combining 55 million citizens (12.2% of EU population) @EUCouncil @Europe2022FR
