Baz, let's assume your 15th, 16th and 17th preferences are all racists. If any of them need another vote to reach the quota then your preference could potentially be counted as a vote for them and get them elected. If it's blank they don't get that vote.

This is terrible advice. Every preference is a potential vote. A blank box is no vote. Do not give any preferences/votes to fascists. If you fill in a number in a candidates box you are effectively voting for them (even if it's a low preference)
