I don't dispute the figures, But what I do dispute is the wording!!!
Scotland, Wales & N.Ireland CANNOT HAVE A DEFICIT!!!
Quite clearly in order to have a deficit, You must be able to borrow.
The Scottish government MUST produce a balanced budget.
England Does Not.
