The 2026 draft contingency was $1 million, but Council reduced that to $400K to reduce the tax increase for 2026. Nothing has been allocated from it at this point, so the current balance is $400,000.

Caradonna pointed out that even if the number of new patrol officers was cut by two, the department would still have added 20 officers in the last year. Coun. Marg Gardiner, who voted against the cut along with Alto and councillors Stephen Hammond and Chris Coleman, said it was going down the path of defunding the police. She said the challenges on the street are huge and “we need VicPD to do what they’re doing.” Thompson dismissed any suggestion that the move is about defunding police, noting the police budget has gone up by almost 40% during council’s term.
