This was the standard civilian gas mask respirator, patented in 1935, and issued by local Civilian Defence committees in the UK and Commonwealth countries.

By 1941, 43 ARP units were created in Ontario communities deemed vulnerable to attack by the Axis. In reality, cities on the coasts with military infrastructure, like Halifax, had the most significant need for Civil Defence organization.

ARP Wardens were the local face of Civil Defence, assisting with civilian evacuation, coordinating with firefighting & rescue services, & reporting damage & casualties. This form would have been used to assess and report bomb damage.
