Quick man's head over a lean body with angular shoulder pads and shoes. The armor has Quick Man's red color with yellow accents. Back in the day I associated each of the Mega Man X villains with a comparable Mega Man classic Robot Master, but they never truly matched one to one despite the hoops my brain jumped through.
