I used to work for the vendor for TAP cards (and MetroCards, and a bunch of others). They want people to use credit cards so they don't have the expense of manufacturing cards, but it's taken them over a decade of bumbling. #CommuterClues
I still prefer the transit cards, for privacy reasons.
