There we have it. This is how the Government of the day is going to be engaging with people—stating from the Dispatch Box that they are willing to listen, yet not taking one intervention. May I remind the Minister that Members of Parliament in this House have been elected to represent their constituents? Three million people have signed this petition. Not to have taken one intervention when dealing with matters that have been brought to this House is not only embarrassing for the Minister, but completely discourteous to the Members of Parliament in this Chamber. What a disgrace!

Colleagues have spoken, and I thank Members who have spoken on behalf of their constituents. I also thank the 3 million people who signed the petition, because they have demonstrated that digital ID is not something that they want this country to move forward with. It is expensive, it is unwanted and it is intrusive. It was not included in the Labour party manifesto. It was not promoted as something that would be brought forward by this Government.

The Prime Minister's official spokesman told reporters the half-hour meeting had given Starmer a chance to hear about how the Indian system had been “useful” for managing services such as welfare.

The private sector has also managed to "dock" into India's system, the spokesman said, but signalled a UK system would be run by the public sector.

Britain's digital ID would not necessarily copy India's biometric data usage, he added, as it was not "directly applicable nor comparable" with the UK.

The NCA should improve its access to and management of bulk datasets

At the time of our inspection, the NDEC had access to a number of bulk datasets which form its data catalogue. The NCA's use of bulk datasets is controlled by a data access panel, chaired by the NCA’s chief data officer. The NCA’s processes mean its use of any bulk datasets must be authorised by the panel.

However, we believe that there are some obvious SOC-related datasets omitted from the data catalogue. For example, the catalogue contained no datasets from the nine regional organised crime units (ROCUs). We were also told that there were no plans to allow the NCA to routinely carry out bulk analysis of data held by the Law Enforcement Data Service (LEDS) which is due to replace the Police National Computer in 2026. We were also concerned to find that the NCA doesn't have an effective system of version control for the datasets in use across the organisation. This means there is potential for flawed data analysis and use in operational decision‑making.

While there is currently not an explicit need for the use of Artificial Intelligence (AI) in this requirement, HMT is exploring and is open to the use of AI capabilities, enabling the solution to be scaled up efficiently, based on an 'AI Data Ready' solution being in place.

Long term flexibility and agility will be vital, to allow for new datasets to be ingested as they come online, or to expand the scope of data collection to bodies currently not included for scope for the shared service programmes (e.g. Local Government Entities or Arm's Length Bodies).

The matrix was introduced in 2011 after the London uprisings in response to the police killing of Mark Duggan. Although it was presented as a sophisticated database of intelligence on "gangs" and those involved in gang-related violence, the names were often collated randomly on the basis of unreliable information.

It contains personal information which was shared with third parties such as the Home Office, local authorities, the DWP, housing providers, schools, immigration enforcement and the DVLA. An algorithm was used to provide a "risk score", which influenced how the police and other agencies interacted with individuals on the database.

•	the delivery of a National Data Library
•	ensuring high information standards, including in health and social care
•	unleashing the innovative research and research data
•	managing the risks of AI while achieving its potential
•	data skills, digital literacy, and digital inclusion
•	tackling dis/mis-information and fostering media and information literacy

The "national data library" mentioned in UK Labour's election manifesto did not feature in today's #KingsSpeech or the background notes.

So we are none the wiser. Possibly this initiative will not require primary legislation.
