Because it's been banned since the #DickeyAmendment of 1996.

It's also beyond maddening that the very agency that is best poised to collect data on gun violence has been hamstrung in its ability to do so since the #DickeyAmendment in 1997 and further decimated by the loss of the Injury Prevention staff was then attacked on Friday.
