Your two angles for determining the difficulty of a rolls are: the Target Number; the costs of failure. Only one of these should make a player wince. Setting both high is usually overly punitive. If the activity only makes sense if both the Target Number and cost of failure are high, that task should likely just be impossible for the Character.
