Don't be confused. Milli isn't Zero's long lost sister, they just look very similar. She was separated from her adopted family and stranded in a warzone, where Zero meets her. Milli first appeared as a nameless background character that helped Zero for a short segment of chapter 2. In the next draft, she was upgraded to a major character with a backstory and a name.
