Between the Socialist Republic of Astenia [sic] and the Federal Socialist Republic of Malus
1. Sovereignity & Capital Status - Astenia is hereby integrated into ... Malus as the official Union Capital. Malus commits to the active promotion of Astenia's status throughout all federal territories.
2. Autonomy and Governance - Astenia retains its right to internal self-governance and local political parties. While subject to the Malusian Constitution, Astenia may enforce local laws that do not conflict with federal mandates.
3. Administrative Alignment - Astenia shall reform its administrative structures and [Discord] server layouts to align with FSRM standards, ensuring unified and efficient communication.
4. Political Integration - the ARCP shall merge with the Malusian RCP. The ARCP branch maintains the right to independent initiative within the united party framework.
5. Right of Secession - Independence may be sought via formal notice to the Malusian Congress. Astenia petitions Malus a joint committee resolves issues. Malus holds a free Astenian referendum. A 60% majority grants legal secession. Re-entry requires dual referendums in both nations.
6. Amendments - These terms may be revised at any time through the mutual consent of both governing bodies.
