I don't know if it 100% exists or if it was even legally off the ground. I found an IMDB entry and someone on ebay said they had a copy...for $200. I can't even find anything on Google or Amazon about buying a copy that doesn't seem sketchy. #RidingBean
As for Bean himself, an alternate version of him would pop up from time to time in Gunsmith Cats, with Rally's history in that one being more of a rival from her past than a partner. Sonada would get a kickstarter for a sequel anime, Bean Bandit...but... #RidingBean
Overall, if you like Gunsmith Cats and wanted to see where it got it's seed planted, #RidingBean is an entertaining romp. Even if you just wanna see an old school OVA chase anime, you can't go too wrong with it. Just keep in mind any flaws you see here get fixed in Gunsmith Cats
There's a reason I called #RidingBean a proto Gunsmith Cats and it showed. GSC is that one more pass Bean needed and didn't get. The characters are more refine, Sonada toned down his worst parts, and that chase scene in Chicago was the end result of refining the one here.
Ok, so, I like this. It was a fun little 'Movie' with twists and turns, great animation, and a chase scene that shows Sonada's love for cars, guns, and the Blues Brothers given the crashes.

The chase takes everybody back to the L, so naturally, shenanigans ensue. With the bad guys wrecked, they decide it's time to go on foot.
"So, he's a good guy, right?" ...kid, you're in a Sonada story where he's 100% in control... #RidingBean
Rally has the car in her sights, but the kid sees her dad inside causing Rally to hesitate and the baddies to gun it in a sequence that kinda feels like Sonada is just showing off how much he really loves cars. #RidingBean
The head baddie shoots one of her male partners to rig it so the big rig can go off a bridge while getting out of the truck via escape car and the chase resumes when Bean turns right around. #RidingBean
Bean spots the rig from last night that blocked everybody and realizes it was all part of the plan, so we get started with a Chicago chase...complete with Rally ready to shoot Bean if he lets that ransom money ($2 million) out before they can get it. #RidingBean

Bean realizes he got double crossed and suckered into this mess...but the cops don't wanna hear it. Meanwhile, we get more exposition dump from the bad guys as Bean was the bait to drive the cops away...and the bad guys just happened to pull in where Bean stopped. #RidingBean
Bean gets the OK to be let in to the mansion...only it turns out there's a goon squad waiting for him. He plays the tape that's supposed to explain everything...only it turns out that bodyguard doesn't exist and they think BEAN has the ransom money. #RidingBean

And the child like woman is the lesbian lover of the bad girl.

It looks like the main cop sees Bean is indeed, via security footage from earlier, tied to the kidnapping, so this makes him happy!

Looks like the two tricked Bean as, via make up and voice changer, the two were one woman and one child...but enough of that, time to see proto Raley Vincent get ready for the day! Yes, originally, Raley was caucasian...and of age if you go by the GSC manga. #RidingBean
And it looks like we got a Patty Hurst situation as one of the robbers is a young looking girl.
