He has all the confidence joe chin has, half of his arrogance, and a lot more awkward unnerving...ness. He means no harm but maybe it's best to keep distance. He doesn't understand the concept of personal space very much. Meaning that when he walks with "The exaggerated swagger" of Joe chin he may bump into you. (In reference to PRTR 1 where joe hits the cake out of parappa's hands lmao). may be better then the OG... At least nicer, but still a creep in completely different ways.
