Remarkable scheme likely drawn up by Findlater & Seafield after #The45 to sell recalcitrant regions of Scotland to the Crown and civilise Lochaber, Badenoch, Stratherrick, and Rannoch by only leasing tacks to 'proper persons', allowing legal 'dismissal' of those who were 'irrecoverably pernicious'.
