The story follows two boys and two girls. One girl died during the Great Hanshin Earthquake. Ten years later, the male protagonist becomes a rescue worker. During an accident, a red light grants him the ability to transform into Ultraman.
A blue light merges with his friend, who has withdrawn from the world. Driven by the desire to resurrect the girl, his friend transforms into a monster. The protagonist also loved the girl and feels this pain deeply. To protect Earth, he must confront his friend, causing him great anguish.
According to Konaka, the original script ended with the fusion of the two characters, leaving "no distinction between good and evil."
