Dragons in this au are similar to selkies, he was human, but during his time with Roba, he put Ghost in a dormant dragon skin and it bonded to Ghost. Since dragons are barely even known to be real, Roba was wrong in assuming he could control Simon thru his coat. Ghost can't be unbound until he dies
