The other weird quirk about "beating records" is that these records only go back to the 1950s when we started collecting data on TB. Before then, it was so common they didn't record it, so the largest outbreaks are almost certainly before then, but there's no way to quantify that

No, that's active cases only. The CDC estimates that there are approximately 13 MILLION latent cases of TB in the US right now (which is also crazy)
