They switch out experienced consultants with grads after securing the contract, deliver mediocre solutions, fail to give unbiased advice and cost the earth to the taxpayer. But... are politically well connected!

I sympathise with you. I get the shouty/whining Newstalk ZB radio full volume at my parents place too. I try to turn it down without anyone noticing.
I swear ZB is actually an instrument of torture.
I thought I was the only one in this situation too. The poor phone gathers dust most of the time.
Of course, not only my mother calls it but also the regular scammers from "Visa card services" and "Microsoft".
