It means gatekeepers still get to decide which disabled people are protected and which ones are not.

It means nonspeakers are still being told that their voices only count when institutions approve of how they communicate.

That is not civil rights.

A bill to protect communication rights in New York was amended to limit protection to methods deemed “validated” & “autonomous.” The Senate’s current text adds that narrowing definition, while earlier Assembly version was broader protecting preferred communication methods.
