Since the shooting, Baker was accused of attacking a female officer outside a Wicker Park bar in August.
He later was later accused of posing as an investigator to obtain surveillance video of the incident from a business. That complaint was sustained, resulting in a three-day suspension.
After Baker was initially rejected, he got into more trouble.
In one case, he was dinged for insubordination when he swore at a sergeant who asked him to submit a report explaining why he was 40 mins and not dressed for duty.
“I’m not giving you anything,” Baker reportedly said.
Before CPD Officer Carlos Baker fatally shot his tactical team partner Krystal Rivera, Patrol Chief Jon Hein blocked his bid to join the team because of his disciplinary record.
Hein later reversed course a few months before the shooting.
