Rig management in viewport.
Rig regions can be individually hidden or isolated. Isolating one region autohides other regions, and xray UI and PV controllers. Also proxy meshes. Feature built-in, no script install/setup for user.

yea the '.alwaysDrawOnTop' toggle. you're right xray the PV controllers sounds much more useful than xraying the entire section.
that does sound useful! though seems like it'd be easier to implement in a game engine than Maya

Alternatively you can animate the UV offset of the noise node instead of Time attribute
How do you animate wind?
Noise node! Use it to drive rotation axis of the control, adjust Frequency; Frequency Ratio; Depth Max parameters etc. Animate Time attribute.
If the rig doesn't have dynamics, bake the curve, paste and offset!
