No orders for supplies/reagents/equipment (already a huge bottleneck after earlier cuts). No travel or conference registrations. And certainly no hiring.

I'm getting word that the latest attempt to strangle what's left of the NIH is that purchasing agents have been mostly/completely cut, with the purchasing to be done by centralized GSA staff. Who either don't exist or aren't assigned.

That means in practice no spending at all! (1/2)
