Digitizing the Building Permit Process at the City of Oak Forest by Mike Forbes
The Problem
The City of Oak Forest relies on in-person, paper building permit applications. This process is inconvenient and time-consuming for both city staff and applicants.
The Goal
Using the City’s current permit processes, develop recommendations for an online web-based permitting platform to improve efficiency, transparency, and accessibility.

The Capstone Project is the culminating experience of the Illinois CPM program, allowing cohort members to apply what they’ve learned in the program to a real-world issue in their field.
Participants have the chance to tackle a need faced by their employer, demonstrate strategic thinking and evidence-based decision-making, and develop actionable recommendations or tools that could support public sector performance.
