We're applying winner-take-all logic to lunch orders at the ProRep Coalition office. 51% wanted pizza, so the other 49% get nothing. This is fine. This is democracy. We are all fine.

It is true that the most commonly used of PR requires parties (i.e., party-list PR), but there are versions that do not, like #ProportionalRankedChoiceVoting as used in Portland, PR-Approval, and PR-STAR, plus a few others.
It's specifically #ProportionalRankedChoiceVoting (aka PRCV) that would lead to a multi-party system. The main change you need is from winner-take-all to multi-winner elections.
