It is true that the most commonly used of PR requires parties (i.e., party-list PR), but there are versions that do not, like #ProportionalRankedChoiceVoting as used in Portland, PR-Approval, and PR-STAR, plus a few others.
It's specifically #ProportionalRankedChoiceVoting (aka PRCV) that would lead to a multi-party system. The main change you need is from winner-take-all to multi-winner elections.

But there is a multi-winner and thus proportional version of RCV known a #ProportionalRankedChoiceVoting as used in Portland, OR and a few other US cities. Cambridge, MA has been using it since the 1940s. (2/2)

We change the politicians we elect by high-grading them with ranked votes in a proportional electoral system.

Alaska and Maine are already using #RCV for President and Congress.
The Fair Representation Act would use #ProportionalRankedChoiceVoting for all of The House of Representatives.
Just have to pass some laws…
