Salvation Army's Victoria shelter gets 13 more beds for those recovering from addiction The Short-Term Engagement Program, or STEP, is designed to give the unhoused an immediate and safe place to stay as they recover.

"Last year, 54 people who had been in emergency shelter beds at ARC moved into housing in the community."

That is success.

Great to see this. I hope Victoria's free transit for youth expands out to other municipalities in our region. This helps build the next generation of transit riders.
