In fact, at one point in IDW, he even mentions how underpowered and inefficient the artificial Emeralds are, and how the cost of manufacturing them doesn't become worth it until you start producing them at a MASSIVE scale. On top of that they can be wildly dangerous if damaged.

I know this is a joke, but the canon explanation could very well just be that making the fake Emerald was difficult and took a lot of resources to do, and that Tails simply doesn't see it as an experiment worth repeating.
Might even be easier to just go find a real one.

Sonic the Hedgehog sets out on a new venture on the open seas. He drives the Wave Cyclone waterbike while Tails follows along closely behind in the air. Blaze the Cat drives alongside Sonic in the SS Super-Marine with Marine the Raccoon riding shotgun and proudly raising a Chaos Emerald in her hand. Southern Island can be seen far off in the distance as Sonic and Blaze race further away from the island.

Life starts with a sunny day. Get ready for a new venture with friends and set sail on the open seas!
