It was not the proposal to deploy that force while Russia was continuing to attack/invade Ukraine. It was proposed as a force to be deployed if a peace agreement could be reached.
You know that is inaccurate. That proposed troop deployment is for peacekeeping purposes - it is clearly not all of the forces available to defend the continent.
