🛣️ The largest potential productivity benefits will arise from reforms that increase access to Australia’s road network for high productivity vehicles. Our early modelling suggests that access reforms could raise Australian GDP by between $950 million and $4.0 billion, with low impacts on inflation.
Our interim report finds that road access for high productivity & heavy #ZeroEmissions vehicles – supported by reforms like automated access approvals, clearer planning rules for charging infrastructure, updated curfew & licensing settings – could boost productivity & improve emissions outcomes.
Out now | Heavy vehicle transport plays an important role in the Australian economy, but productivity growth in the road freight sector has stalled for over a decade 🚚
Gov asked us to analyse & model the impacts of a heavy vehicle productivity reform package under the National Competition Policy.

🤝Better embed and enable collaborative commissioning. Reforms to achieve better collaboration among services in a local area can, according to our estimates, reduce preventable hospitalisations by 5% and emergency department presentations by 4%, equivalent to $600 million per year.

🏥Better align quality and safety regulations across the sector. Done right, this could save workers and providers about $1.8 billion over 10 years once fully implemented, equivalent to over 21 million care hours.

Our final report proposes reforms in three areas that strengthen connections across sectors and reduce siloed decision-making, improving care quality, making services more efficient and boosting productivity:

As Australia's population gets older, and lifestyles and circumstances change, care services are likely to come under more pressure.
We owe it to our future generations to set up the care sector to deliver high-quality services at a sustainable cost.
