The report identifies factors that limit innovation in Europe: fragmentation, both of markets and of regulatory frameworks, incl different national implementations of EU legislation, no true financial union, incompatible standards, insufficient R&D funding, risk-averse regulatory culture.

In Tallinn, we had great meetings with Prime Minister Kristen Michal, Ministers Kristina Kallas and Erkki Keldo, and the scientific community.
We are passionately hoping for more funding in the next framework programme (And have publicly called for doubling EU research funding)) to rectify this!
Valid point! The ERC Scientific Council is very well aware of this, but there are no fair measures that would prohibit this behavior without hurting justified applications or introducing tons of bureaucracy and red tape that nobody wants
many of them are! Several governments, national funders and private philantrophies gie grants tio the 'unfunded A' applications, or even all those who made it to the final interview!
Congratulations! The new Advanced Grant winners are great news.
But yet again, many scientists - around 260 - with ground-breaking ideas were rated as excellent, but remained unfunded due to a lack of funds at the ERC. Hope that more funding will be available in the future!
