Surely the main criterion should be how it is spent? From the outside it looks as if a hell of a lot is being spent on "defence" commitments leaving the remainder of the pie to be cut into ever diminishing slices.

The Pope is absolutely justified and appropriate as the institutional head of a Christian church, in speaking out against the crimes against humanity by the USA and Israel. We should be glad that he is doing it because none of our politicians has the guts, except the Greens.
2. The only institution the Royal Commission did NOT look at was the family - where it happens just as much, and where the immediate response to a disclosure by a child is disbelief and denial, similarly to the other institutions. I know this because I worked in both family and criminal law.
Bob, the Royal Commission into Institutional Responses to Child Sexual Abuse revealed that the Catholic Church was not the only one. They ALL DO IT. Not only religions, but the scouts, teachers, most recently child care workers.
