It would help to have more details on e-scooter injuries incl. severity, victim age, helmet use, type of device (private, public, modified), infrastructure they were on (road, MUT, sidewalk), whether a driver was involved, etc. to target safety measures.

While the electric motorcycles masquerading as e-bikes are a problem, a much bigger problem is all the four wheel vehicles. The four wheel vehicles kill more people than two wheel vehicles, even if you allow for the variation in distance traveled.
100%. Local Council tends to blame individual micromobility users for injuries, not drivers who hit them or the lack of safe infrastructure.
With the explosion of micromobility including hybrids and customized devices, regulators are having difficulty keeping up. Speed and weight differentials are creating conflicts and safety concerns on shared infrastructure. Bans are the easy answer, but don't work.
