I can't speak to many subject matter experts from other departments responding and contributing, other than the Office on the Disabled who we worked with for a very long time on their annex.
It does exist, I promise you. Three of us at CEMA spent months writing it and soliciting subject matter expertise for specific sections. And at least two previous mayors approved it and signed promulgations enacting it. Slay & Krewson

Disasters expose the fault lines that existed long before the storm. But federal recovery policy often treats those fault lines as invisible. When the rules say a building was already broken, the disaster disappears from the equation—and so does the funding to fix it.

I actually had TWO information requests fulfilled by the city!
It took a ridiculously long time and definitely didn't help me respond to allegations against me before they terminated me, but it's something, right?
