At least in Star Trek there was some acknowledgment that what they were attempting to do to the Borg could be genocide. The moral implications of the story were surfaced to some degree.

But that he obviously saw nothing wrong with writing this fable/allegory of british imperialism, in which the Queen is happily persuaded of the rightness of exterminating an entire population in a far away land- without resort to diplomacy or defensive maneuvers first.
