Yes, and – we'd nuance this, e.g. for Auckland & Wellington (already high usage/ good services), govt could consider options like:
• deep discounts for children, young people, CSC holders
• and 50% off all fares, or a lower weekly cap
...while focusing fully free fares on smaller cities and towns.
