I think what sets them off is getting money that doesnt have a purpose attached, or if it is from a site like ko-fi
I had got a bunch of donations a few months back last year from fundraising link, they must have flagged it for that.

Be careful using your paypal to get mutual-aid/donations. They will catch on and restrict it.
According to their TOS only non-profits can collect "donations".
