Faculty, if you have grad students, are you required to pay them a stipend out of your grant funds? I know this is required in some departments but not all. Trying to build a case to support our students.

We also attempted to make it mandatory, but we opted for guideline in the end to get everyone on board. It really is unclear how to deal with grant gaps without institutional backstops.

Yep, that is exactly what that means. Some members of our department did not feel that they could guarantee that amount from grants, nor was it straightforward to figure out how to encumber that amount for grants that would end before the student finished, so this was the wording we selected.

7k is the amount of a 4 month TAship, so it basically tops up summer funding to the amount they get the rest of the year from TAing.

We put a in a policy "That graduate supervisors strive to adhere to the following guidelines regarding funding graduate students from their grants." 7k/yr for grads w/o scholarships, 4k if scholarship is <20k. Was not clear how one could require anything for reasons mentioned, but we wanted to help.
