120. The Impoundment Crisis of 2025 The Trump administration's Monday spending freeze is likely to provoke a crisis over the constitutionality of "impoundment"—one that the justices could well have to resolve *very* soon.

Impoundment is the delay or withholding by a President of funds approved by Congress, including $ appropriated but not yet apportioned.

A president cannot legally impound funding without receiving approval from Congress.

Cue crisis.
